Real Estate
Assessment:
Real property is reappraised every two years by
state law, in the odd numbered year, i.e., 2005, 2007, 2009, etc. The effective date of
all appraisals is January 1 of the year of reassessment. The Assessor
determines a full or partial value of new construction, or improvements
depending upon the state of completion as of January 1.
The Camden County Assessor’s Office has a staff of
field appraisers who travel the county each year reviewing all the
parcels in the county. Each vehicle driven by a field appraiser is
identified on the sides of the vehicle as being with the Camden County
Assessor’s Office. Also, each employee carries a County ID badge and if
you are not sure who is on your property, ask the person(s) to show
their identification. The field appraiser will be measuring the
exterior of each improvement on the parcel and taking photographs of the
improvement(s) and making notes on the quality of construction, quality
of materials used in the construction, overall condition of the
improvement(s), and other data needed to assist in estimating a value
for the property.
The Assessor works with two values: 1). Fair Market
Value, the estimated market value of the property, and
2). Assessed Value, the value set on real estate
and/or personal property by a government as a basis for levying taxes.
In the State of Missouri, the following percentage
are applied to the estimated Market Value of a particular property in
order to determine the Assessed Value of real estate:
Residential – 19%
Agriculture – 12%
Commercial – 32 %
Liability of Taxes:
In Missouri, taxes are due by December 31 each year
or penalties may be applied. When you purchase your property, you
need to understand who is paying the taxes for the year or if the taxes have been
prorated between the seller and buyer. The County Assessor is not privy
to this information, only the buyer, seller, and the closing company, if
used, know this information. If you do not know who is responsible, you
need to contact your closing company or real estate agent for an
explanation.
In Camden County tax bills for real property are
sent to the owner of record as of January 1 of that tax year. If you
purchase property after January 1, you may contact the Assessor’s office
to see if it is possible to have the tax bill put in a “care of” mailing
address and mailed to you. It is your responsibility to pay the
taxes when due whether you receive a tax bill or not. Tax bills for
Personal Property are mailed to the address given on the Personal
Property Assessment Form.

This number is assigned by the County Assessor to
an individual parcel of land for identification purposes only. This
number has no legal significance.
Legal Description = the legal description is
summarized due to limitations of space. The legal description may be a
lot and block description (subdivision) or metes and bounds which is
commonly found with acreage tracts of land
Sec/Twn/Rng = indicates the Section,
Township, and Range the parcel is located in.
Previous Values = Appraised Value is
the Assessor’s appraised value for the previous year and Assessed
Value the value upon which your taxes are based.
By state statute, RSMo. Chapter 137.115,
Residential property is assessed at 19% of the appraised value;
Agricultural property is assessed at 12% of the appraised value; and
Commercial property is assessed at 32% of the appraised value.
New Values = Appraised Value is the
Assessor’s appraised value for the current year and the Assessed
Value is the new value upon which your taxes will be based.

Calculated Acreage = the County Assessor’s
calculated size of the parcel, if in acres
Tax Dist. = the tax district in which the
parcel is located. Each tax district has its own tax levy.
Total New Value = shows the new appraised
value and the new assessed value.You need to compare the new value with
the previous year’s value to determine if there has been an increase in
value and the percentage of increase.
On the right hand side of the notice you will find
telephone numbers to call if you have a question concerning your
Change in Assessed Notice or if you disagree with the new value.
Also, you will note there is a time frame in which you have to appeal
your value.
