Detention Center
The Camden County Adult
Detention Center opened its doors in July of 1999. The Detention Center was
built utilizing a Law Enforcement Sales Tax in order to alleviate the problem of
over-crowding that the old Camden County Jail dealt with for some time. The
Detention Center can house 104 people in its housing area and another 6 people
in its booking/holding area. Of the beds in the housing area, there is room for
12 females and 92 males which are kept separated at all times. The Detention
Center holds detainees who are awaiting court and trial as well as inmates who
have been convicted to serve time in county jail.
The people housed in the Detention Center are afforded several rights and
privileges, including but not limited to, religious services, three prepared
meals per day, recreation, medical services, commissary, and visitation.
Visitation days are Wednesdays, Saturdays and Sundays, from 12:30pm to 3:30pm
for males and from 3:30pm to 4:30pm for females.
Those housed in the Detention Center can receive correspondence through the

Magazines, newspapers, puzzle books, comic books, and “sexually suggestive”
materials/ photographs are prohibited. There will be no censorship of incoming
mail or outgoing mail; however, mail will be inspected for contraband.
The people housed in the Detention Center may receive money by way of mail
or by way of visitation in order to purchase items from the commissary.
Acceptable forms are cash (U.S. currency only), cashier’s check, U.S. government
check or money order. No personal checks will be accepted.

DOC Property Procedures
1. Inmates of the Camden County Adult Detention Center who have been
sentenced to the Missouri Department of Corrections (DOC) are allowed to take
certain items with them to the DOC Diagnostic Center.
a. Males
I. Ten sealed cigarette packs
II. One clear disposable cigarette lighter
III. One five-inch comb or pick
IV. Ten photographs (3” x 5” maximum size, No nudes or Polaroid
type)
V. One-hundred U.S. postage stamps
VI. One religious book
VII. One wedding band (plain without stone)
VIII. Authorized medical aids (glasses, hearing aids, braces,
etc.)
IX. Authorized legal papers (no law books)
b. Females
I. Ten sealed cigarette packs
II. Comb, pick or hairbrush (no metal, wood or rattail combs)
III. Ten photographs (3” x 5” maximum size, No nudes or Polaroid
type)
IV. One-hundred U.S. postage stamps
V. One religious book
VI. One wedding ring (wedding and engagement are considered as
one)
VII. Authorized medical aids (glasses, hearing aids, braces,
etc.)
VIII. Authorized legal papers (no law books)
IX. Two brassieres (no under-wire)
X. Five underpants (no thongs, string sides, bikinis, boxers)
XI. Five pair of socks
XII. Two sleepwear (no sweats, thermals, t-shirts, boxers)
2. Items not taken with the inmate to DOC may be picked up by the inmate’s
family members/friends.
3. Items left at the Camden County Adult Detention Center shall be disposed
of after thirty days from the date the inmate was released from Camden County.
Corrections Officer
Jail Duties:
Receives arrestees onto the jail floor, searches, completes arrest/booking
forms, fingerprints, photographs, provides medical screening, allows phone
calls, issues linen and toiletry items, and locks in cell.
Observes and checks inmates to ensure the safety and security of the
Corrections Center.
Serves meals to inmates.
Ensures inmate visitations are handled in a timely and safe manner.
Releases prisoners, issues bail receipts and informs of court dates.
Maintains a variety of logs and records concerning individuals in custody
and jail activities.
Ensures the care, safety, security, order, and discipline of inmates in the
Correction Center.
Prepares and transports inmates for court appearances.
Ensures inmate mail is processed in a timely manner.
Receives, verifies, properly stores and returns personal property to
individuals in custody.
Administers Department-approved medications.
Ensures inmate activities, i.e. religious, learning, and recreation
activities are carried out in a timely manner.
Testifies in court as necessary.
Visitation
1. Visitation is conducted each Wednesday, Saturday and Sunday
(excluding some holidays) (12:30 p.m. to 3:30 p.m. for male inmates, 3:30 p.m.
to 4:30 p.m. for female inmates). All visits will be Non-Contact visits.
a. During visitation, two adults may visit per 15 minute visit period.
b. Inmates are permitted two visit periods per visitation day.
I. Visitors staying for two (2) consecutive visitation sessions,
are required to check in with Lobby Control between visits.
c. Visitation will be terminated when deemed necessary for the safety
and security of the facility, inmates, visitors and staff or for violations of
rules and regulations.
d. The following property also may be left for the inmate at visitation
during the first 5 days of incarceration:
I. 3 pairs of white socks
II. 3 plain white short-sleeve tee-shirts (no pockets) or 3 bras
(no under-wire); females may also have a combination of 3 bras and 3 tee-shirts
III. 3 pairs of underwear (plain white only, gender specific)
IV. 1 pair prescription or reading eyeglasses, or contact lenses
with non-alcohol saline solution
V. 1 soft covered bible
e. Money may be left for the inmate in the following forms only (follow
procedure set forth in Camden County Detention Facility SOP Section 7.02 Inmate
Mail, B. 2. a. ii.):
I. Cash (U.S. currency only)
II. Cashier’s Check
III. Government Check
IV. Money Order
f. All visitors must be signed in at the lobby desk 30 minutes prior to
the end of each visitation period.
g. Inmates and visitors are required to abide by visitation rules at all
times.
h. Person(s) with criminal records can be excluded from visiting
inmates.
i. Person(s) shown to constitute a threat to the inmate or the
facility's security will be excluded from the visiting list.
j. Family members who reside more than fifty (50) miles from the
facility may be allowed an additional ten (10) minutes per visit upon prior
approval of the Detention Supervisor, and must provide valid proof of residency.
2. Visitor Identification
a. Photo identification is required of all visitors. Acceptable means of
identification are as follows:
I. Driver's license or State issued I. D. card;
II. Governmental agency issued photo identification;
III. Passport; or,
IV. Such other identification with a photograph attached as
approved by the Shift Supervisor/designee.
3. Rules for Visitors
a. No weapons of any type will be allowed on the premises.
b. No alcoholic beverage will be allowed on the premises.
c. Visitors under the influence of alcohol or drugs will be excluded
from visiting.
d. No cameras, cellular telephones or recording devices are allowed in
the visitation area.
e. Visitors are subject to be searched at any time.
f. Visitors are required to register in and out at Lobby Control.
g. Visitors must be properly dressed; no revealing clothing of any type,
shorts, hats, tank tops, etc., and must remain properly dressed during the
visit.
h. Visitors must have photo identification.
i. Visitors must be seventeen (17) years of age or older.
j. Handbags, purses, coats, etc., are not allowed in the visitation area
and must be stored in the lockers provided in the Detention Lobby area of the
facility.
k. Visitors will not leave anyone under the age of seventeen (17)
unattended in the lobby area.
l. Visitors creating a disturbance or displaying uncooperative behavior
will be excluded from visiting.
m. Inmates are allowed a maximum of two (2) visitors at a time.
n. No loitering is permitted and visitors are to leave the visiting area
upon completion of the visit and/or when instructed to do so by Detention
employees.
4. Visitation
a. Each visit will be a maximum of fifteen (15) minutes in length.
b. Each inmate is allowed a maximum of two (2) visitors per visitation
session.
5. Visitation Restrictions
a. Visitation may be denied, terminated, or criminal charges pursued for
any of the following reasons:
I. Visitor has introduced or attempted to introduce contraband
into the Detention Facility.
II. Visitor has assisted or attempted to assist an escape from
the Detention Facility.
III. Visitor has committed serious or repeated violations of
facility rules and regulations.
IV. Visitor or inmate has given false information or has
attempted to conceal the identity of the prospective visitor in order to obtain
visiting privileges.
V. Inmate is in administrative confinement or when the Detention
Supervisor has reason to believe that a visit would pose a threat to the
security and orderly operation of the facility, or the safety of the inmate or
visitor.
VI. Visitor's history of criminal convictions which may pose a
threat to the safety and security of the facility.
VII. Visitor on Probation/Parole without official release by
their Probation/Parole Officer.
VIII. Inmate refuses the visit.
IX. Inmate is unavailable due to court appearance or on a work
detail that cannot be disrupted.
Telephones
Telephones
1. It is the policy of the Camden County Detention Facility to provide
inmates reasonably private access to a telephone in order to maintain contact
with family members, community ties, and legal representatives.
2. All telephone lines in to and out of the facility are recorded and
subject to monitoring.
3. Inmates shall be allowed reasonable privacy unless there is cause to
believe that the telephone privilege is being used in a manner that is in
violation of law or detrimental to the safety of the facility, staff, other
inmates, or the public.
4. Collect call type telephones for inmates are located in each housing pod.
5. Inmates are not allowed to receive incoming telephone calls.
6. Messages will not be passed on to the inmates from telephone calls
received by jail staff unless in cases of verifiable emergencies.
7. Inmates in administrative confinement will be permitted only emergency
telephone calls and/or calls to their attorney.
Mail
1. All correspondence must have the inmate’s official mailing address
(return address for outgoing mail, sending address for incoming mail). The

2. Inmates may write to anyone they choose; however, their correspondence
could be restricted if officials of the detention facility find that the
correspondence violates the statutes of law, violates the wishes of persons who
receive the correspondence, or poses a threat to the security and order of the
detention facility.
3. There will be no censorship of incoming mail or outgoing mail; however,
mail will be inspected for contraband.
4. Magazines, newspapers, puzzle books, comic books, pornographic and/or
“sexually suggestive” materials/ photographs are prohibited.
5. Inmates may receive money by way of correspondence (mail) or by way of
visitation. Acceptable forms are cash (U.S. currency only), cashier’s check,
government check or money order. No personal checks will be accepted.
6. Inmates whose families live out of state and for whom packages are the
only mode of receiving items should have their family member contact the
Detention Supervisor and receive instruction regarding items of acceptability
and mailing procedures. This will be a one time occurrence. Any packages sent
without prior approval or after the initial package has been received will be
returned to sender. Any contraband items will be disposed of as directed by
policy and procedure. Mail containing pens, pencils, pads, and stamps will not
be accepted. Mail must have a return address.
Corrections Transport Officer
Transport Duties:
Using Department guidelines, reviews prisoner(s) criminal record to
determine risk factors and types of restraints required such as cuffs, shackles,
and transportation belt.
Based upon facility location, determines best route for transport
considering such factors as types of roads, road conditions, weather, etc.
Inspects transport vehicle for proper operation on the road and radio
communications. Also inspect vehicle interior for any items prisoner(s) could
use as a weapon. Upon arrival at destination, inspect vehicle for any items
prisoner(s) may have disposed of.
Reviews all transport documents and determines if any special conditions are
required due to medical and/or physical conditions.
Searches the prisoner(s) thoroughly and systematically for his/her
protection and to prevent the loss or destruction of evidence.
Ensures prisoner is safely restrained in vehicle, such as seat belts.
While driving transport vehicle, officer obeys all traffic laws and
maintains a safe and reasonable speed.
Transport Officer will not engage in any other police activity unless to
prevent imminent death or serious injury.
